Abstract
This study analyzes whether (1) the return on investment from continued operation of eight steel plants in the Mahoning Valley of Ohio is sufficient to justify the investment in pollution controls required and (2) the firms would be able to raise sufficient capital to provide pollution control equipment for these plants in the context of the total capital requirements of the firms.
