Abstract
This manual was developed to provide guidance for those who are about to undertake an asbestos abatement project. The procedures and practices detailed in these pages incorporated current technology at the time of publishing. Many of the recommended procedures discussed in this document go beyond the minimum requirements of the various regulations which have been promulgated by the U.S. Occupational Safety and Health Administration (OSHA) and the U.S. Environmental Protection Agency (EPA). Recommended practices are not mandatory requirements. If an asbestos problem exists, the evaluation and decision techniques will almost always result in 'Contract Specifications' for an abatement or control project. Those specifications will be discussed in a section devoted to that subject. Once the specifications are issued and a contractor is selected to do the work, a variety of simultaneous and sequential considerations, techniques, and job phases are necessary to complete the abatement project. These considerations, techniques, and phases are the main contents of this course.
