Abstract
After legislative authority to implement an I/M program has been passed by the State Legislature, those administrators responsible for the program are faced with the 'how to do it' aspects of implementation. One immediate concern is the decision on the type of program to be implemented--centralized or decentralized. If a centralized program is selected, the Administrator must deal with the task of developing a network of inspection facilities. The development of the inspection networks as well as the operation of inspection facilities is often performed by the private sector under contract to the state. For those states choosing to use the contractor approch for either construction or operation, the state has the responsibility to develop a document specifying the services that the state wants. This document is generally called an RFP (Request for Proposal) and contains the detailed specifications required. The question is 'How much detail.' and'What services.' should be included in the state RFP. To provide guidance or appropriate suggestions to these questions, the EPA staff has developed the included 'Model RFP'.
