Abstract
The purpose of the User's Guide is to provide user-friendly, comprehensive guidance to all current and future RAC managers. The guide establishes sound contract management principles and procedures necessary for RAC managers to responsibly perform their contract management duties according to the terms and requirements of the contract, the Federal Acquisition Regulation, the EPA Acquisition Regulation, EPA orders, and Office of Solid Waste and Emergency Response directives. The guide provides guidance for the core RAC Contract Management Team -- Work Assignment Managers, Regional Project Officers, and Contracting Officers -- on administering and managing RACs, and defines individual responsibilities of the WAMs, POs, and COs.
