Abstract
The National Oil and Hazardous Substances Pollution Contingency Plan states that the EPA expects to use 'treatment to address the principal threats posed by a site, wherever practicable' and 'engineering controls, such as containment, for waste that poses a relatively low long-term threat.' The guide explains considerations that should be taken into account in categorizing waste for which treatment or containment generally will be suitable and provides definitions, examples, and ROD documentation requirements related to waste that constitute a principal or low level threat.
