Abstract
Applicants for wastewater treatment construction grants are required to have an adequate financial management system and audit procedure which provides efficient and effective accountability and control of all property, funds, and assets related to the grant project. The grantee financial system is subject to Environmental Protection Agency (EPA) or EPA designated audit to assure fiscal integrity of Federal funds. The purpose of this guide is to suggest those accounting standards that EPA would consider basic to an adequate financial management system.
