This document is a review of Federal laws and executive orders which have an effect on the construction grants program at all levels. Many requirements are derived from the Clean Water Act, but other laws--both those dealing with environmental regulation (primarily affecting Step 1) and those dealing with other aspects of the process, such as contract regulation and labor regulation (primarily affecting Step 3)--have a great impact on the program. This myriad of other Federal laws is generally perceived as a significant factor in the time requirements and level of complexity associated with the construction grants program.
