Abstract
EPA and others involved in the Construction Grants Program have become increasingly concerned about the extensive time required to analyze sewer systems, the costs of these analyses, the costs of rehabilitating sewers and the lack of results in eliminating and/or reducing extraneous water. EPA has taken the initiative to evaluate on a broad base the effectiveness of Sewer System Evaluation and Rehabilitation. This report summarizes the findings of sixteen (16) months of investigative work in evaluating the I/I Program. The project has been funded by EPA Headquarters Office of Water Programs, Municipal Construction Division and is intended as an 'inhouse' report.
