Abstract |
The National Environmental Policy Act (NEPA) requires federal agencies to evaluate the potential environmental impacts of their proposed actions and to prepare Environmental Impact Statements (EISs) whenever such impacts are significant. The study was undertaken to identify the effects that EISs have on planning for wastewater facilities. 58 EISs were identified as meeting the necessary criteria for inclusion in the analysis. Information was collected for each EIS in four areas: the cultural resources, and socioeconomic attributes of communities impacted by wastewater planning decisions; that they provide substantial opportunities for public input to the decision process; and that sound environmental planning need not be at odds with fiscal restraint. |
