Abstract
A methodology is presented to assess reasons for nonattainment of NAAQS and to propose corrective actions which would lead to attainment of the standards. An application of this methodology to evaluate the TSP nonattainment situation in Spokane County is also presented. The methodology, tailored primarily for TSP and SO2, consist primarily of: (1) a logical, primarily nonmodeling approach to identifying source-receptor relationships and (2) an analysis of the development, implementation, and enforcement of the existing SIP. Likely catagories of corrective actions are also presented.
