The paper is an invited discussion soliciting the author's views on two papers which comprised an invited paper session at the 1993 Census Bureau Annual Research Conference. The first paper deals with the input end of the confidentiality protection spectrum (eliciting response) and with demographic surveys, while the other deals with the output end (techniques for protecting confidentiality prior to public data release) and surveys of business establishments and farms.
