Abstract | By October 1, 1999, EPA Headquarters and the EPA Regions had approved programs for ensuring technical, managerial, and financial (TMF) capacity in new community water systems (CWSs) and new nontransient, noncommunity water systems (NTNCWSs) for the 50 States and Puerto Rico. The States, and Puerto Rico, developed these programs in response to Section 1420(a) of the 1996 Amendments to the Safe Drinking Water Act (SDWA) which requires the EPA Administrator to withhold a portion of a State's Drinking Water State Revolving Fund (DWSRF) monies if that State does not have, 'the legal authority or other means to ensure that all new CWSs and new NTNCWSs commencing operation after October 1, 1999, demonstrate TMF capacity with respect to each national primary drinking water regulation in effect, or likely to be in effect, on the date of commencement of operation.' This document summarizes each State's response to this provision of the SDWA. |
