Abstract
The burning of leaves is a significant source of air pollution. Whether leaf burning in Illinois should be regulated at the state, county, or municipal level of government is a subject of controversy. While an economic case can be made for State regulation, there are also economic considerations favoring local control. In either case, an economically efficient policy on leaf burning would ban burning in those communities where the benefits of such a ban exceed the costs and allow burning of leaves where the opposite is true.
