Certain categories of correspondence, whether addressed to the Administrator, Deputy Administrator, or other EPA officials, require special handling in the preparation of their responses. These special categories of correspondence include letters redirected by the White House, and responses to members of Congress, foreign dignitaries, organizations, and other individuals. All incoming correspondence from these sources will be date-stamped on the back of the first page, and then handled as described throughout this volume.
