Abstract
This report has been prepared to assist agencies and their agents that are participants in the preparation of areawide plans, from the standpoint of major urban runoff technical issues in long-range planning. Emphasized is the importance of conjunctive consideration of urban runoff quantity and quality and the need to development a factual basis that will support expected reliability of performance of proposed actions and programs. While not intended as a handbook for urban runoff control planning, this report delves into some important technical issues that are often slighted or poorly handled, such as the utilization of simulation. Recognizing that the ultimate test of any plan lies in its implementation, topics are viewed from the perspective and experience of the local government level where implementation takes place.
