Abstract
Final decisions have been made on regulation of benzene emissions from existing and new coke by-product recovery plants, benzene storage vessels, equipment leaks, and ethylbenzene/styrene process vents. These decisions implement Section 112 of the Clean Air Act and are based on the Administrator's determination of June 8, 1977 (42 FR 29332) that benzene presents a significant risk to human health as a result of air emissions from one or more stationary source categories, and is therefore a hazardous air pollutant. The document contains a summary of the comments on the proposal of these standards in the Federal Register (53 FR 28496), the Environmental Protection Agency's response to these comments, and a summary of the health, environmental and economic impacts of the final standards.
