Abstract
The document summarizes the environmental, economic, and cost analyses that were conducted to support the development of new source performance standards limiting emissions of SO2 from industrial-commercial-institutional steam generating units. Alternative SO2 control technologies and regulatory options are analyzed in terms of SO2 emission reduction capability, costs of control, secondary environmental impacts, national impacts, and inndustry-specific economic impacts. In addition, the impacts of allowing emission credits for cogeneration and mixed fuel-fired steam generating units are discussed. The document is intended to serve as an overview of the analyses and regulatory alternatives considered during the standards development process.
