Abstract
Detailed procedures are given for obtaining and codifying information about air pollutant emissions from stationary and mobile sources. The system has been developed specifically for use by state and local air pollution control agencies. Because of the large amount of information that must be collected, the data must be handled by ADP means. A uniform coding system for the data is encouraged in order that the information from one region may be compared with that from another. Detailed procedures are given concerning the information to be gathered from each source, the methods to be used to gather the information, the codes to be used to simplify the information on standard coding forms, the geographical and population information needed about the area of interest, the apportionment techniques and emission factors needed, and the methods of displaying the data. The relation of state and local emission inventory systems to the EPA NED system is also explained.
