Abstract
This document provides guidance for development of regulations to limit emissions of volatile organic compounds from the factory surface coating of flat wood panels. This guidance includes emission limits for three categories of panels which represents Reasonably Available Control Technology (RACT) for these operationns. The industry is described, methods for reducing organic emissions are reviewed, and monitoring and enforcement aspects are discussed.
