Abstract | The report gives results of an analysis of coal resources, current coal use, and the effectiveness of SO2 control strategies for use by coal users, regulators, and administrators in future coal-related decisions. The report focuses on the eight major eastern and midwestern coal-producing states: Alabama, Illinois, Kentucky, Ohio, Pennsylvania, Virginia, West Virginia, and Indiana. Each state's analysis includes a general overview of the coal industry, an overview of coal properties, a description of major coal seams, an analysis of the quantity of coal available to meet various SO2 emission regulations, and information regarding the sulfur content of coals used by utilities in 1979. The report emphasizes physical coal cleaning and the use of low-sulfur coal as viable emission control strategies; flue gas desulfurization is discussed to a lesser extent. Data on coal resources, coal properties and washability, coal production, and deliveries to utilities were compiled from several sources and organized into computer data bases. The Coal Assessment Processor model was developed to operate on these data bases to determine the quantity of coal that would be available in each state to meet various SO2 emission regulations using one or a combination of alternative SO2 control technologies. |
