The report describes a model which is designed to optimize location of an SRC plant in relation to the source of coal and the market for the fuel product while considering the effect of 19 variables. The report also includes a compilation of environmental regulations with which an SRC plant would have to comply including regulations that are anticpated but not yet in force."
