Abstract
In response to the coal combustion waste (CCW) impoundment failure at the TVA/Kingston coalfired electric generating station in December of 2008, the U. S. Environmental Protection Agency has initiated a nationwide program of structural integrity and safety assessments of coal combustion waste impoundments or management units. A CCW management unit is defined as a surface impoundment or similar diked or bermed management unit or management units designated as landfills that receive liquid-borne material and are used for the storage or disposal of residuals or byproducts from the combustion of coal, including, but not limited to, fly ash, bottom ash, boiler slag, or flue gas emission control residuals. Management units also include inactive impoundments that have not been formally closed in compliance with applicable federal or state closure/reclamation regulations. The administration of this program is being supported by Lockheed Martin, who has authorized O'Brien & Gere to provide actual site specific impoundment assessments at selected facilities.
