Abstract
The new source performance standards (NSPS) for coal preparation plants (Subpart Y of 40 CFR Part 60) were reviewed by the U.S. Environmental Protection Agency for the second time. The industry and other government agencies were contacted to obtain data. The review found that the use of coal dryers and pneumatic coal cleaning equipment is declining, and that no new technology exists for these facilities. Technology exists for more stringent control than required by the NSPS for sources of fugitive emissions from coal transfer, handling, and storage facilities because of recent application of high efficiency control equipment for particulate emissions.
