Abstract
This Record of Decision presents the selected remedial action for the Grand Street Mercury Site. The major components of the selected remedy include: permanent relocation of the former residents of the Site; continuation of temporary relocation of the former residents until permanent relocation has been implemented; historic preservation mitigation measures for the buildings at the Site, as appropriate; gross mercury decontamination of the buildings at the Site including recovery of available mercury, whenever possible; identification and abatement of firable asbestos in the buildings at the Site; removal and recovery of reusable fixtures, appliances, and recyclable scrap metal and other building components; demolition of the two buildings at the Site using measures to minimize releases of mercury into the environment; removal and off-site disposal of all demolition debris at EPA-approved facilities; sampling of soils at the Site; excavation and off-site disposal of contaminated soils at EPA-approved facilities; sampling of soils at off-site adjacent locations; sampling of groundwater at the Site; and assessment of off-site soil and groundwater data to evaluate the need for future remedial action.
