Abstract
The purpose of this documents is to provide a strategy for successful implementation of MACT standards. This document provides helpful information for efficient and effective promotion of compliance with MACT standards or their approved equivalents, by helping implementors decide what should be done, who should do it, and when it should be done. This document was developed for implementors (government entities tasked with ensuring compliance with MACT standards); however, industry and the public may find some of the information useful as well. This document includes recommendations for how to prepare a Specific MACT Implementation Plan (SMIP) for a MACT standard. This document describes the elements of such plans and roles and responsibilities of the implementors. It also includes a systematic communication process for promoting an adequate understanding of the MACT standards and for coordinating implementation activities. This document is intended to assist implementors by outlining critical success factors and by identifying recommended materials and activities.
