Abstract
The Clean Air Act (CAA) contains a number of requirements to address nonattainment of the fine particulate matter nd the 8-hour ozone national ambient air quality standards (NAAQS), including requirements that States address interstate transport contributing to such nonattainment. CAA Section 110(a)(2)(D) requires that the State Implementation Plans (SIPs) necessary to meet these standards contain adequate provisions to prohibit air pollutant emissions within those States from contribut(ing) significantly to nonattainment in, or interfer(ing) with maintenance by, a downwind State. The EPA is proposing a rule to reduce interstate transport of fine particulate matter and ozone (Inter-State Air Quality Rule hereinafter referred to as IAQR) in 29 States and the District of Columbia to ensure that SIPs provide for necessary regional reductions of emissions of sulfur dioxide and/or nitrogen oxides, that are important precursors of particulate matter (nitrogen oxides and sulfur dioxide) and ozone. The EPA is proposing that emissions reductions be implemented in two phases, with the first phase in 2010 and the second phase in 2015. This document presents the health and welfare benefits of the IAQR and compares the benefits of this proposal to the estimated costs of implementing the rule in 2010 and 2015.
