Abstract
The document provides guidance on achieving at lower cost the compliance milestones for reductions of ozone precursor emissions to attain and maintain the national ambient air quality standard (NAAQS) for ozone. The report discusses the fundamentals of cost-effectiveness, the role of cost-effectiveness in State implementation plans, a number of important considerations for cost-effectiveness analysis such as rule effectiveness, rule penetration, and multiple pollutant accounting, and applications of cost-effectiveness analysis.
