| Abstract |
An initial question discussed is whether water and water management activities can provide a basis for organizing urban systems in such a way that the planning efforts adequately deal with interfaces between these systems and thereby integrate the decision-making process itself. In response to this question an organizing concept was defined and a methodology for utilizing the notion was suggested. Underlying the use of an organizing concept is the concept of synergism. Exploratory studies in the Chicago and Denver metropolitan areas indicated that such a methodology was feasible. Also, tentative conclusions indicated that in particular circumstances water resources could be a convenient and useful organizing concept. |
