Abstract | This paper is intended for people who make public decisions about the bay and about other environmental resources--both interested citizens and public officials. It provides a nonmathematical, institutional model for investigating nonpoint source water pollution issues--beginning with a set of ideas for how to analyze the issue--to judgements about the value of policies and programs designed to solve the problem. After an explanation of nonpoint source issues, a definition of the model, and an examination of research methods, the model is used in chapters 2 through 4 to guide analyses of nonpoint source policies in Virginia, Pennsylvania, and Maryland. This discussion, in Chapter 5, offers suggestions for researchers and public policy makers about how to analyze nonpoint source water pollution issues. |
