Abstract
The report describes the development of basic procedures that can be used to sample and analyze fugitive (non-stack) emissions from industrial processes, emissions that are a potentially significant portion of the total air emissions in many industries. The development included: identification of the sources of fugitive emissions, evaluation of sampling strategies, preparation of field test procedures, field evaluation of one fugitive emissions field test procedure, and issuance of technical manuals for each sampling strategy. Eighteen industries/processes which might have potentially significant fugitive emissions were identified, selected from all the industries/processes studied and based on the potential of their fugitive emissions to be hazardous and to have high fugitive emissions rates. The 18 industries/processes were grouped by category: metallurgical processing, energy/fuels processing, chemical products, rock products, and agricultural operations.
