Abstract
Standards of Performance for the control of emissions from benzene storage tanks are being proposed under the authority of Section 112 of the Clean Air Act. These standards would apply to all new and existing storage tanks having a capacity of 4 cubic meters or larger, which are to be used for the storage of pure benzene. Existing sources will have to comply with the standard within 90 days of its effective date, unless a waiver of compliance is secured from the Administrator. This document contains background information and environmental and economic impact assessments of the regulatory alternatives considered in developing the proposed standards.
