| Abstract |
Grants-in-aid for municipal waste treatment works construction authorized under the Federal Water Pollution Control Act in 1956, have been accompanied by a steady increase in the dollar volume of construction contracts awarded for these facilities. An accurate assessment of the increased construction activity and estimate of future construction needs require a thorough understanding of the changing purchasing power of the local and Federal funds invested in waste treatment works construction. Since waste treatment works have generally been considered to follow the ENR Construction Cost Index, a comparison of this index to the Public Health Service Sewage Treatment Plant (PHS-STP) Construction Cost Index was undertaken. |
