Abstract
The report is in connection with the Second National Citizens' Briefing sponsored by the Environmental Protection Agency (EPA) which was held in February in Washington, D.C., to up-date representatives of national citizens organizations on the new laws and other developments in EPA's various programs and to afford them the opportunity to direct questions to Agency officials. This booklet has been prepared in response to requests that questions asked and answers given at the meeting be published for participants and other interested individuals.
