Abstract
The primary purpose of this study was to determine the presence and concentrations of the 129 toxic or 'priority' pollutants in the coal mining point source category for possible regulation. This development document presents the technical data base developed by EPA with regard to these pollutants and their treatability for regulation under the Clean Water Act. The concentrations of conventional and nonconventional pollutant control technology (BCT) and the best available technology economically achievable (BAT), respectively. Necessary modifications to prior regulations based on best practicable control technology currently available (BPT) were also identified. Treatment technologies were also for designation as the best available demonstrated technology upon which new source performance standards (NSPS) are based. This document outlines the technology options considered and the rationale for selecting each technology level. These technology levels are the basis for the promulgated effluent limitations.
