Abstract
This report presents a summary of the modeling analysis of power plants in a number of critical AQCR's. The purpose of this study is to determine whether and to what extent variances could be granted for certain plants to relieve the aggregate low-sulfur coal deficit problem projected for 1975. The variances, if granted, would allow an extension of time to meet regulatory requirements of State Implementation Plans (SIPs). The total aggregate annual coal consumption by the 206 power plants included in the study is 290 million tons. The analysis indicated that the allowable sulfur content of approximately 145 million tons can be affected by the application of variances. The major changes projected are a net decrease of 137 million tons of low-sulfur coal (less than 1.0 percent sulfur), and a net increase of 109 million tons with sulfur content greater than 2.0 percent. This study was undertaken prior to the overall oil shortage and energy crisis arising in the fall of 1973 and does not address that situation.
