Abstract
Addressograph-Multigraph Corporation owns and operates a facility for the production of reproduction print paper for use in the engineering industry. One of the operations undertaken at this facility is the incineration of liquid waste products. A problem arises in that the wastes which are incinerated have a very low carbon content. This report analyzes the cost and benefits of the proposed regulation R77-5. (Appendix B details the existing and proposed regulations.) Adoption of the proposal would allow Addressograph-Multigraph to operate their incinerator as is, so long as certain criteria are met. The proposed regulation is also so narrow as to almost certainly limit its applicability to the Addressograph-Multigraph incinerator.
