Abstract
This report presents an economic analysis of proposed regulations setting standards for lead-based paint hazards. The regulations are being proposed under authority of Section 403 of the Toxic Substances Control Act (TSCA). This section was established by the Residential Lead-Based Paint Hazard Reduction Act of 1992, also known as Title X. TSCA Section 403 requires that EPA promulgate regulations to identify lead-based paint hazards, lead-contaminated dust and lead-contaminated soil for purposes of other parts of Title X. The lead-based paint hazards addressed in this economic analysis include residential hazards from deteriorated paint and contaminated dust and soil.
