Abstract
The objective of the study was to examine recent operation of EPA's Construction Grants Program, using the Boston Metropolitan Area as a case study, with a view toward developing recommendations for possible legislative or administrative actions at the national level. This report analyzes planning efforts for disposal of wastewater sludges in the Boston Metropolitan Area. Key technical, economic and institutional factors influencing the planning process are identified. The cost of 9 basic sludge treatment and disposal options are analyzed, and a sensitivity analysis is performed to reveal how future technical, economic and regulatory changes may affect present decisions.
