Abstract
This report is intended to guide the coordinating bodies of the Border 2012 program in the development of indicators for the U.S.-Mexico borderregion. It explains how the Border Indicators Task Force (BITF) defines indicators and proposes six general steps to delineate the indicator development process. The Driving forces-Pressure- State-Impact-Response (DPSIR) conceptual framework, which encompasses both environmental and human health information, and ranked criteria for the selection of indicators were chosen for the Border 2012 program.
