Abstract |
The report responds to public comments relevant to mineral processing and the definition of solid waste. It addresses conditions relating to legitimate recycling, concentrations of recoverable mineral and acid-alternative tests, constraints on non-recoverable hazardous constituents, speculative accumulation, one-time notifications, groundwater protection standards, unit closure, and basic unit integrity. It also examines general comments on alternative approaches and Bevill issues. |
