Abstract
As a guide for integration of Connecticut water rights laws and pollution control laws, the research project described in these reports examines: (1) the administrative structure for regulation of water resources, (2) case law on water resources, (3) the economics of water utilization, (4) the effectiveness of riparian rights in protecting recreational uses and environmental values, and (5) the efficacy of present pollution control laws and practices. The project attempts to provide a detailed background of Connecticut water law, criteria for evaluating water law and institutions, and a guide for needed changes in statutory law and administrative structure. At present, although there is no economic need for a redefinition of water rights, there is a need for more economic incentives in pollution control laws and stronger regulation to assure adequate stream-flow and reduce waste discharges.
