Abstract
The planning process used to design flood control and drainage projects containing hardwood bottomland wetlands was investigated in this study of 12 such small watershed projects located in the coastal plain of the Southeast U.S. Three topics were addressed: examination of benefit-cost procedures employed, potential effects of altered project objectives, and, briefly, post construction review of project effects relative to what had been planned. It was concluded that if economic development is accepted as a project objective, it should dominate the planning process; alternative plans for achieving economic development by water resources or other means should be considered.
