Abstract
This analysis is submitted in support of the effluent limitations guidelines and standards for the Pharmaceutical Manufacturing Industry. The report analyzes the cost-effectiveness of 11 regulatory options organized into four regulatory groupings. This document compares the total annualized cost incurred for each of the regulatory options within each grouping to the corresponding effectiveness of that option in reducing the discharge of pollutants. The effectiveness measure used is pounds of pollutant removed weighted by an estimate of the relative toxicity of the pollutant. The rationale for this measure, referred to as 'pound equivalents (PE) removed,' is described later in this document. Section Two discusses the cost-effectiveness methodology used and identifies the pollutants included in the analysis, presenting their toxic weighting factors and removal efficiencies. Section Three presents the results of the analysis. In Section Four, the cost-effectiveness values are compared to cost-effectiveness values for other promulgated rules. Appendices present data on pollutants, pollutant removals, annualized costs, and other, more detailed information.
