Abstract |
The report presents the results of a study conducted by the Industrial Studies Branch in EPA's Office of Air Quality Planning and Standards that was designed to collect background information on radionuclide emissions from elemental phosphorus production processes. The Office of Radiation Programs will use this information to evaluate the National Emission Standard for Hazardous Air Pollutants for radionuclide emissions from elemental phosphorus production in response to litigation by the Sierra Club. Information gathered included all emission data generated over the past 10 years by EPA and elemental phosphorus facilities, test results of the test program conducted concurrently with this study (two scrubbers), data compiled from plant visits to each of the five operating facilities, and data acquired through review of published literature, contact with knowledgeable EPA personnel, and telephone contacts with control equipment vendors. The report provides descriptions of the elemental phosphorus production processes, radionuclide emissions from those processes, availability of control techniques that could reduce those emissions, and the performance and costs of alternative control techniques. |
