Abstract
This summary presents the major findings, analysis, and policy alternatives of the final report, 'Private Sector Provision of Operation and Maintenance Services to Publicly Owned Treatment Works', prepared by Urban Systems Research and Engineering, Inc. for the U.S. Environmental Protection Agency. Despite a number of EPA and State programs and initiatives designed to foster effective operation and maintenance (O&M) of publicly owned treatment works (POTWs), compliance statistics indicate that the existing combination of programs has not been effective. Given the varied capability of the public sector to provide O&M technical assistance, this project investigated the feasibility of the private sector to provide O&M services to POTWs with O&M problems.
