Abstract
Under the 1990 Clean Air Act Amendments, the Chicago, Illinois metropolitan area is required to achieve compliance with the National Ambient Air Quality Standard for ozone by 2007.^Ozone precursor reduction milestones and percentages have been established for interim years.^Significant reductions in the area`s on-highway mobile source contribution to the ozone precursor inventory are needed to achieve the targets.^Strategies to reduce vehicle emissions by reducing either emission rates or vehicle miles traveled are described and evaluated in terms of their efficacy relative to an estimated 1990 baseline emissions inventory.^Pricing strategies and transportation control measures are evaluated and compared in terms of potential to reduce vehicle miles traveled.^Economic impacts of three approaches to reducing on-highway mobile source emissions are projected through an econometric model.
