| Abstract |
Report provides a relative impact assessment of several proposed changes to the current prevention of significant deterioration (PSD) regulations. These changes fundamentally affect what sources and modifications must obtain a PSD permit before constructing. The changes include revisions to the definitions of potential to emit, baseline concentration, and major modifications, additional monitoring and BACT requirements, and the inclusion of certain minimum size cutoff for exempting projects from PSD review. The existing regulations and the proposal were compared in terms of number and size of sources subject to review, amount of emissions captured, degree of air quality deterioration, and estimated review costs. |
