Abstract
This second draft Policy Assessment is an evaluation of the policy implications of the key scientific information contained in the Integrated Science Assessment (ISA) for Oxides of Nitrogen and Sulfur-Ecological Criteria, prepared by EPAs National Center for Environmental Assessment (NCEA), and the results from the analyses contained in the Risk and Exposure Assessment (REA) for Review of the Secondary National Ambient Air Quality Standards for Oxides of Nitrogen and Oxides of Sulfur. This second draft also presents preliminary EPA staff conclusions regarding the adequacy of the current standards and various policy options that we believe are appropriate to consider as part of the current review of the secondary (welfare-based, e.g. focused on non-health effects including impacts on soils, water, crops, vegetation, man-made materials, animals, wildlife, weather, visibility, and climate) NOx and SOx NAAQS.
