Abstract
This report provides technical guidance on the data handling conventions for the 8-hour ozone National Ambient Air Quality Standards (NAAQS). The report is written in the 'plain English' question and answer (Q&A) style. The following data handling issues are addressed: (1) Rounding conventions; (2) Missing data; (3) Treatment of exceptional natural events; (4) Data completeness requirements for computing averages; (5) Minimum years of data required to demonstrate compliance with the NAAQS; (6) Use of data from Special Purpose Monitors (SPM); and (7) The attainment test used to judge compliance with the NAAQS.
