This report describes diffusion-model calculations of maximum 3-hour, 24-hour and annual average ground-level SO2 concentrations produced by emissions from the Mohave Power Plant of Southern California Edison. Emissions data used in the calculations, which were provided by the U.S. Environmental Protection Agency, represent the Mohave Power Plant operating at full load and burning coal of the maximum expected sulfur content. Meterorological inputs used in the calculations were principally derived from 10 years of hourly surface weather observations at Needles, California and four years of early-morning and afternoon mixing-depth measurements at Las Vegas, Nevada. The short-term and long-term diffusion models used in the study are designed to calculate the air quality impact of stack and other emissions in complex terrain. In previous studies of sources located in complex terrain, these models have successfully matched the observed short-term and long-term concentrations without any model-calibration adjustments. 1.
